The Program – Solomon Islands Justice Program
The current SIJP will conclude on 30 June 2021 with a new program to run for four years from 1 July 2021. The new program works towards the Solomon Islands Government’s overall vision for the justice sector as expressed in the Justice Sector Strategic Framework; “Communities in Solomon Islands have greater access to a credible justice system that supports the rule of law”.
The program’s proposed end of program outcomes reflect SIG’s Justice Sector Strategic Framework. They are:
Justice sector agencies are increasingly capable of delivering core services;
Legislation is supported by sound policy development, is clearly written and well understood;
Access to justice for Solomon Islanders is improved; and
Good practice in leadership, decision making, public sector management and community engagement is increasingly demonstrated in the justice sector.
SIJP works with a number of agencies including the:
Ministry of Justice and Legal Affairs;Attorney-General’s Chambers;
National Judiciary (including the High Court and Magistrates Court);
Office of the Director of Public Prosecutions;
Public Solicitor’s Office;
Police Prosecutions Directorate;
Correctional Service of Solomon Islands (CSSI); and
Non-government stakeholders.
SIJP’s Access to Justice programming also includes partners such as World Bank, UNDP, Save the Children, Regional Rights Resource Team (RRRT) and the Solomon Islands Environmental Law Association (with Environmental Defence Office of New South Wales). The program also works closely with the Solomon Islands Governance Program and the Australian Federal Police’s Solomon Island Police Development Program.
The role
The Police Prosecutions Adviser will be based in the Police Prosecutions Directorate (PPD), of the Royal Solomon Islands Police Force (RSIPF) to mentor and develop the technical capacity of counterparts in a broad range of areas including case preparation and presentation, advocacy and research.
The Adviser will also:
Prepare for cases and present at trial;
Liaise with other stakeholders to achieve better coordination with the Office of the Director of Public Prosecutions and relevant sections of the RSIPF;
Prosecute cases under the Family Protection Act;
Implement and maintain efficient case management and administrative processes within PPD;
Develop and implement standards across practice management;
Undertake operational restructuring; develop policy papers and liaise with RSIPF to improve the conduct of investigations, detention of suspects and quality of PPD brief;
Collaborate with the SIJP Gender and Social Inclusion Adviser to develop awareness and understanding of specific issues that relate to the interaction with vulnerable witnesses;
Coordinate with advisers from the Police Development Program to harmonise capacity building support to PPD, including provincial reform agendas

About you
You will be a motivated and proactive individual with the right combination of experience, talent, energy and a commitment to technical excellence.
You will also have:
Tertiary qualification in law, justice or a relevant area.
Extensive experience as a lawyer and/or prosecutor with relevant criminal experience.
Demonstrated high level skills in building the capacity of a team, including mentoring, coaching and further professional development.
Demonstrated high level communication skills in cross cultural settings, including highly developed advocacy skills; demonstrated negotiation skills, and the capacity to effectively convey complex legal information to non-specialists.
Highly developed legal research skills and a demonstrated capacity to contribute to the development of organisational reform initiatives.
Demonstrated commitment to champion gender equity and social inclusion (GESI) and to assist GESI mainstreaming in planning and implementation across PPD services.
A sound (or the capacity to quickly acquire) understanding of Solomon Islands or Pacific development context.

Remuneration
This position is classified under DFAT’s Aid Adviser Remuneration Framework (ARF) as Discipline C, Level 3/4 and will be offered at a level commensurate to the successful candidate’s experience relevant to the role.

Location and travel requirements
The position will be based in Honiara with regular provincial travel required.
